Anti-Ragging Policy

At Chandigarh University, Uttar Pradesh, we are committed to maintaining a campus environment that is safe, respectful, inclusive, and completely free from the menace of ragging. We strongly uphold a zero-tolerance policy against ragging, whether physical, verbal, emotional, or psychological, to ensure a peaceful and harmonious academic atmosphere across the campus.

As per the UGC Regulations on Curbing the Menace of Ragging in Higher Educational Institutions, 2009, ragging is defined as:

“Any act of physical or mental abuse (including bullying and exclusion) targeted at another student (fresher or otherwise) on the ground of colour, race, religion, gender, sexual orientation, appearance, nationality, ethnicity, or personal beliefs, and done with the intent of causing distress, embarrassment or fear.”

We stand firmly against such actions. Any student found involved in ragging will face strict disciplinary and legal action as per the University rules and statutory guidelines. Chandigarh University, Uttar Pradesh, upholds a culture that embraces new students with respect, dignity, and a spirit of inclusivity.

Anti-Ragging Committee

To uphold our anti-ragging commitment, the University has constituted a dedicated Anti-Ragging Committee as per UGC guidelines. The Committee comprised senior faculty members, administrative officers, and external, monitoring, and enforcing measures to prevent ragging.

Anti-Ragging Cell

The Anti-Ragging Cell acts as a grievance redressal body and provides an open, confidential channel for students to report any instance of ragging.

Students can lodge complaints anonymously (online or offline). The cell ensures prompt, unbiased action and maintains the highest standards of confidentiality and student protection.

The cell also undertakes awareness programs and drives across campus to reinforce the importance of a ragging-free environment.

Measures to Prevent Ragging at the University Campus

To create a safe and welcoming space for all students, especially newcomers, Chandigarh University enforces the following proactive anti-ragging measures:

• 1. Mandatory Anti-Ragging Declaration: All students are required to sign an anti-ragging affidavit/declaration as a commitment to uphold the University’s zero-tolerance policy.
• 2. Awareness through Signage: Informative banners and posters highlighting anti-ragging policies are displayed prominently in high-traffic areas such as building foyers, common rooms, canteens, mess halls, gyms, labs, and libraries.
• 3. Campus Surveillance: Dedicated mobile patrol teams comprising trained security personnel regularly monitor the campus to prevent any untoward incidents.
• 4. Orientation Announcements: Anti-ragging policies and consequences are communicated clearly during the inaugural and orientation sessions of all academic programs.
• 5. Emergency Contact Access: Contact details of key authorities and anti-ragging helplines are shared with all new students for immediate reporting of any suspicious activity.
• 6. Anonymous Reporting Mechanism: Suggestion and complaint boxes are installed at strategic locations across the campus to facilitate anonymous reporting of any ragging-related issues.
• 7. Active Monitoring Committees: A vigilant Anti-Ragging Committee and on-ground Anti-Ragging Squads are constituted to monitor student activities and intervene whenever necessary.
• 8. Faculty Vigilance: Faculty members conduct surprise checks and closely observe student behaviour to deter any potential ragging incidents.
• 9. Healthy Student Engagement: The University actively encourages cultural and sports events to foster positive and respectful interactions between seniors and juniors.
• 10. Hostel Safety Checks: Surprise inspections are conducted at varying times, especially during night hours, to ensure student safety in hostels.
• 11. Separate Accommodation for Freshers: New students are generally accommodated in separate hostel wings or floors to minimise interaction with seniors during the early weeks of the semester.
• 12. Night-Time Vigil: Enhanced monitoring is carried out during night hours and during events like welcome parties to ensure a safe atmosphere for all.
• 13. Strict Class Timings: Faculty members are instructed to adhere to scheduled class timings without delay or early dismissal to avoid unsupervised gatherings that could lead to ragging.

Disciplinary Action

Any student found guilty of ragging shall face strict disciplinary action, which may include:

• Suspension or expulsion from the University
• Debarring from classes, exams, or University activities
• Cancellation of scholarships and other academic privileges
• Permanent record of misconduct on Transfer/Migration Certificates
• No campus placement assistance
• Lodging of an official FIR with police authorities
• Any other action deemed fit by the Anti-Ragging Committee

Upon review, the Committee holds the authority to recommend and implement appropriate disciplinary measures, which may include — but are not limited to — termination, suspension, retention, imposition of penalties, or any other action deemed necessary based on the severity of the offence.

The resolution passed by the Committee in such cases shall be final, binding, and non-negotiable.

Student Code of Conduct

Chandigarh University’s Code of Conduct clearly outlines the behavioural expectations from every student. Respect for peers, seniors, faculty, and the institution is non-negotiable. Any deviation, including ragging, is treated as a serious offence and dealt with firmly.
